I hope the following solution also works with Windows 10. Today I had the exact same experience on Windows 8.1 64-bit with an HP EliteBook 8460p (VFS471 sensor, VID_138A&PID_003C&REV_0086). Simply performed "update new driver" and directed Windows to the "wbf_vfs_003c.inf" file. Note, I did not have to uninstall the old driver or remove the device from Device Manager. As soon as I did, windows hello immediately started working. I followed instructions to install a different driver for the VFS471 fingerprint scanner.
